UAE Introduces Police Clearance Requirement for Ghanaians Seeking Employment Visas

The Ministry of Foreign Affairs (MFA) of Ghana has announced a new mandatory requirement for Ghanaians applying for employment visas to the United Arab Emirates (UAE).

All Ghanaian nationals seeking work opportunities in the UAE must now obtain a Good Conduct Certificate, also known as a Police Clearance Certificate (PCC), as part of their visa application process.

Official Basis of the New Rule

The requirement follows an official notification from the UAE Embassy in Accra. It is grounded in:

• UAE Cabinet Decision No. 1/36 of 2026
• Federal Authority for Identity and Citizenship Decision No. 1/36 of 2026

This forms part of the UAE’s broader effort to strengthen security screening and immigration compliance for foreign workers.

Implementation in Two Phases

The policy is being rolled out in stages:

• Phase 1 (effective 30 March 2026): Applies to all categories of workers applying for employment visas from Ghana.
• Phase 2 (effective 20 July 2026): Extends the requirement to all worker categories arriving in the UAE.

Authentication Requirements

Simply obtaining the Police Clearance Certificate is not enough. The document must be properly authenticated before it will be accepted by UAE authorities. Specifically, it must be:

1. Authenticated by the Ministry of Foreign Affairs of Ghana, and
2. Legalised by the Embassy of the UAE in Accra.

Only after completing both steps will the certificate be considered valid for employment visa applications.

Grace Period for Those Already in the UAE

Ghanaians currently in the UAE on visit visas who intend to change their status to work visas have been granted a 45-day grace period from the effective date of the decision. This window allows them to regularise their immigration status and meet the new requirement.

• Work closely with the relevant authorities to ensure smooth processing of their applications
