However, the Controller and Accountant-General’s Department (CAGD) has stepped in to address the uproar with a timely clarification. In an official press release dated November 25, 2025, the department attributed the delay to a technical hitch encountered during the final payroll run for November. “The Controller and Accountant-General’s Department wishes to inform all stakeholders, particularly our colleagues in the education sector, that two categories of allowances scheduled for payment in November 2025 could not be processed due to a technical hitch,” the statement read.
To prevent any broader disruptions, CAGD made the pragmatic decision to pause the processing of these specific allowances. This ensured that the core November 2025 salaries for all Government of Ghana workers could be disbursed without further delay. “We assure all affected workers that the issue is being resolved,” the release continued. “The outstanding allowances will be paid together with the December 2025 salaries on 18th December 2025.”
The department expressed regret for the inconvenience caused, emphasizing their appreciation for the patience of public servants. Signed by Cephas N. Dosoo, Head of Public Relations for the Controller and Accountant-General, the statement underscores CAGD’s commitment to transparency amid ongoing payroll modernization efforts.
This incident highlights the challenges of Ghana’s evolving digital payroll systems, which aim to streamline payments but occasionally encounter glitches under high volumes. Teacher unions, including the Ghana National Association of Teachers (GNAT), have welcomed the clarification but called for more robust safeguards to prevent future hiccups. “While we understand technical issues can arise, our members deserve reliability in these critical payments,” a GNAT spokesperson noted.
