GES Opens Applications for Promotion to Director II and Director I Ranks
Qualified Teachers and Education Officers Can Apply From August 19 to September 2, 2026
The Ghana Education Service (GES) has officially opened applications for the promotion of eligible teaching staff to the senior ranks of Director II and Director I.
According to a GES notice dated August, and referenced GES/HQ/DG/492/2026, the promotion exercise is part of the implementation of the new GES Scheme of Service and the government’s policy of decoupling positions from ranks.
Applications are scheduled to open on Wednesday, August 19, 2026, and close on Wednesday, September 2, 2026.
The announcement provides a significant opportunity for qualified education professionals seeking advancement within the Ghana Education Service.
What the New Promotion Exercise Means
The latest promotion exercise comes against the backdrop of reforms to career progression within the Ghana Education Service.
In January 2026, GES announced that it had completed arrangements for the promotion of qualified staff from the Deputy Director rank to Director II and Director I. The Service said the reforms were intended to address longstanding concerns about career progression and would remove dependence on the availability of limited management-office vacancies.
This is an important change because, under the previous arrangement, progression to senior management grades could be affected by the availability of corresponding positions.
The new approach separates an officer’s grade or rank from the particular duty post occupied. Recent explanations of the new GES Scheme of Service describe this as one of the major reforms intended to create clearer career progression opportunities.
Two Senior Ranks Are Open
The current GES announcement covers two grades:
1. Director II
The Director II grade is the first of the two senior ranks covered by the notice.
To qualify, an applicant must be a serving professional teacher of the Ghana Education Service and must currently be on the rank of Deputy Director, having served at that rank for at least four years.
Applicants must also demonstrate a satisfactory work history, proven performance and exemplary conduct.
A minimum of a Master’s degree is required. The notice specifies relevant fields including:
- Education
- Management
- Administration
- Social Science
- Other relevant disciplines
In addition, applicants must have achieved an average PASS score of 70% in their Staff Performance Appraisal Report for 2025.
Candidates must also successfully complete the prescribed assessment process, including the GES aptitude test and the selection interview.
Requirements for Director II
Based on the GES notice, prospective Director II applicants must meet the following requirements:
Professional status:
The applicant must be a serving professional teacher of GES.
Current rank:
The applicant must be a Deputy Director.
Experience:
The applicant must have served as Deputy Director for four years or more.
Academic qualification:
A minimum of a Master’s degree in Education, Management, Administration, Social Science or another relevant discipline is required.
Work record:
Applicants must have satisfactory work history, proven performance and exemplary conduct.
Performance appraisal:
The applicant must have a satisfactory 2025 Staff Performance Appraisal Report with an average PASS score of 70%.
Aptitude test:
The applicant must pass the aptitude test conducted by GES.
Selection interview:
The applicant must pass a selection interview conducted by the Public Services Commission (PSC) in consultation with the GES Council.
Requirements for Director I
The requirements for promotion to Director I are slightly different.
An applicant must have spent at least four years on the Director II grade.
In addition, the applicant must have:
- A satisfactory work history
- Proven performance
- Exemplary conduct
- A satisfactory 2025 Staff Performance Appraisal Report with an average PASS score of 70%
- A successful result in the GES aptitude test
- A successful selection interview conducted by the Public Services Commission in consultation with the GES Council
Unlike the Director II requirements, the notice does not separately state a new Master’s-degree requirement for Director I. The major experience requirement is that the applicant must have been on the Director II grade for four years or more.
The 70% Performance Appraisal Requirement
One of the key requirements applicants should pay close attention to is the Staff Performance Appraisal Report.
For both Director II and Director I, applicants must have a satisfactory appraisal report covering 2025, with an average PASS score of 70%.
This requirement makes performance history an important component of the promotion exercise.
Applicants should therefore ensure that their relevant appraisal records are properly available and accurately reflect their performance.
Aptitude Test Is Mandatory
Meeting the academic and experience requirements alone does not guarantee promotion.
Applicants are also required to pass an aptitude test conducted by the Ghana Education Service.
This means that eligible officers should prepare for the assessment stage rather than treating the application itself as the final step in the promotion process.
The broader public-service framework also recognises examinations and interviews as part of assessment processes for appointments and promotions. The Public Services Commission states that it conducts examinations and interviews for appointments and promotions within the Public Service to help ensure uniformity in standards of selection and qualifications.
Selection Interview by the Public Services Commission
Another major stage is the selection interview.
The GES notice states that successful applicants must pass a selection interview conducted by the Public Services Commission in consultation with the Ghana Education Service Council.
This is consistent with the PSC’s established role in senior public-service selection processes. The Commission explains that it conducts interviews for Director and above grade office holders and chairs interview panels for such positions.
Therefore, candidates who qualify on paper should also prepare adequately for the assessment and interview stages.
Application Opens August 19
The application window is clearly stated in the GES notice.
Opening date:
19 August 2026
Closing date:
2 September 2026
This gives eligible officers approximately two weeks to complete and submit their applications.
Applicants are encouraged not to wait until the final day before submitting their forms, particularly because documents must be uploaded and the online application process must be completed successfully.
How to Apply
According to the notice, eligible officers are required to complete the online application form.
The application can be accessed through the link provided by GES:
GES Promotions 2026 Application Portal
The notice also provides a QR code that applicants can scan to access the application.
Documents to Upload
Applicants are required to upload a recent passport-sized photograph together with their relevant promotion or appointment documentation.
The notice specifically mentions:
- Recent passport-sized photograph
- Last promotion letter, or
- Appointment letter to the current grade, where applicable
Except for the passport-sized photograph, uploaded documents must be in PDF format.
The GES also emphasises that uploaded documents must be clear.
Applicants Should Check Their Documents Carefully
One of the easiest ways to avoid unnecessary problems during an online application process is to prepare all required documents before beginning the application.
Applicants should ensure that their promotion or appointment letters are legible and that PDF documents can be opened before uploading them.
The passport photograph should also be recent and suitable for the application.
Since the notice requires clear documentation, applicants should avoid submitting blurred scans or incomplete documents.
Why the Promotion Exercise Is Important
The latest exercise represents an important development in career progression within the Ghana Education Service.
For years, questions surrounding advancement to senior grades have included the relationship between rank and available duty positions.
GES announced in January that the new arrangement would allow promotion to Director II and Director I without making advancement dependent on limited office vacancies.
The new Scheme of Service is therefore expected to provide a more structured pathway for eligible education professionals to progress through the GES hierarchy.
Understanding “Decoupling Positions from Ranks”
The term “decoupling positions from ranks” is central to the latest announcement.
In simple terms, it means that an officer’s professional grade does not necessarily have to be tied to occupying a specific administrative office.
For example, under the reform, an officer may qualify for a higher grade based on experience, qualifications, performance and assessment without necessarily having to wait for a specific higher-level office to become vacant.
Recent reporting on the GES reform describes this as a major change intended to address promotion bottlenecks and create additional opportunities for career progression.
The New GES Career Structure
The broader GES rank structure includes several levels of professional progression, culminating in senior management grades.
The recognised management and teaching grades include:
- Superintendent II
- Superintendent I
- Senior Superintendent II
- Senior Superintendent I
- Principal Superintendent
- Assistant Director II
- Assistant Director I
- Deputy Director
- Director II
- Director I
- Deputy Director-General
- Director-General
A published account of the GES Scheme of Service identifies Director II and Director I as senior management grades within the Service.
The current exercise specifically targets the transition into Director II and Director I.
What Eligible Teachers Should Do Now
Eligible applicants should use the period before the application window opens to prepare.
Teachers and officers who believe they qualify should:
1. Confirm their current rank.
Director II applicants should confirm that they are on the Deputy Director rank and have completed at least four years on that grade.
2. Check academic qualifications.
Director II applicants should ensure they meet the Master’s-degree requirement stated in the notice.
3. Confirm their 2025 appraisal score.
The required average PASS score is 70%.
4. Prepare the required documents.
Promotion or appointment letters should be available and clearly scanned.
5. Prepare a recent passport photograph.
6. Ensure documents are converted to PDF.
7. Apply within the stated period.
8. Prepare for the aptitude test and interview.
Do Not Wait Until the Deadline
The application deadline is 2 September 2026.
Applicants should therefore avoid waiting until the last day to submit their forms.
Early preparation can help identify missing documents, scanning problems or other issues before the deadline.
Applicants should also rely on official GES communication for any subsequent changes or additional instructions.
The GES has previously stated that further details and guidelines concerning the promotion process would be communicated through official channels.
Role of the Public Services Commission
The involvement of the Public Services Commission is another important part of the process.
The PSC is constitutionally established to support effective personnel management and standards within Ghana’s Public Services. Its functions include conducting examinations and interviews for appointments and promotions and helping ensure appropriate standards in selection.
For this particular GES exercise, the uploaded notice specifically provides for a selection interview by the PSC in consultation with the GES Council.
