The management of the national payroll is a shared responsibility between the Controller and Accountant-General’s Department and employer institutions, referred to as Covered Entities. These institutions operate Transaction Processing Centres with authorised access to the Payroll Processing System to support accurate and timely payroll administration.
Employer institutions are responsible for capturing and updating staff biodata, job classifications, and other relevant human resource information on the payroll system. They are also required to validate salary payment vouchers before each final payroll run. At the central level, the Payroll Management Division validates data submitted by Covered Entities and processes payments to ensure that salaries and pensions are paid as scheduled for every pay period.
Beyond the core function of running the national payroll, the Division determines appropriate payment transmission methods, publishes salary and pension payment dates, generates and transmits monthly salary vouchers, prepares payroll reports for management, and monitors expenditure on Compensation of Employees.
To safeguard efficiency and accountability, the Division applies robust control measures, including biometric registration for new entrants, payroll quality assurance checks, voucher validation before final payroll runs, monthly reconciliation exercises, and internal audit reviews. In addition, payroll conferences are organised to strengthen collaboration, enhance system performance, and promote transparency in public-sector payroll management.
