A Step Towards Intellectual Sovereignty
The President noted that for too long, research by Ghanaian academics had been financed by foreign institutions, leading to intellectual property and findings being owned abroad.
“With this fund, we’ll slowly but certainly reverse that narrative by empowering our own researchers and ensuring that Ghana owns the knowledge and innovations produced by its intellectuals,” he emphasized.
As part of the initiative, the government will also provide full scholarships annually to five PhD candidates at every university in Ghana.
“By investing in our thinkers, we are investing in our future and asserting our intellectual sovereignty.”
Education at the Heart of the Agenda
President Mahama stressed that the education sector remains central to Ghana’s research and innovation drive.
“We firmly believe that the future of our country hinges on an empowered, knowledgeable and skilled population.”
He linked the Research Fund to other government interventions aimed at building a knowledge-based economy, including:

1 Million Coders Program – laying the foundation for a digital Ghana through investment in science, technology, and innovation.

Strategic policies to create a deliberate national reset, restoring hope, creating opportunities, and ushering in shared prosperity.
Expanding Access to Tertiary Education
The President also highlighted several initiatives to ensure equitable access to higher education:
1. No-Fee Stress Policy
Launched three months ago, this policy has refunded fees to 120,000 first-year students in public tertiary institutions.
“It signaled a decisive break from the painful era when dreams of brilliant but vulnerable young Ghanaians were cut short simply because they could not afford to pay fees.”
2. Student Loan Plus Policy
This broader support mechanism will provide flexible and dignified financing options for students from low-income households. The aim is to allow them to complete their tertiary education without unbearable debt or financial uncertainty.
3. Free Tertiary Education for Persons with Disability
The government has also commenced implementation of a free tertiary education policy for persons with disability, removing a critical barrier to higher learning.
“Education must be a right and not a privilege for every Ghanaian, regardless of their physical ability,” the President affirmed.
Building a Knowledge-Based Economy
President Mahama concluded by linking these reforms to Ghana’s broader vision of becoming a knowledge-driven nation. The combination of research funding, digital innovation, and expanded educational access, he said, represents a national reset that is restoring hope and creating opportunities for all.
