NSA Suspends 2025/2026 National Service Enrollment Amid System Audit

Accra, June 22, 2025 – The Governing Board of the National Service Authority (NSA) has announced the immediate suspension of the ongoing enrollment exercise for the 2025/2026 service year, including all related activities such as posting, validation, and registration.

Why the Sudden Halt?

The decision follows an emergency board meeting held on Friday, June 20, 2025, prompted by a directive from the Minister for Youth Development and Empowerment, George Opare Addo, acting on the authority of President John Mahama.

The directive, dated June 17, 2025, called for the suspension of the NSA’s digital systems, including the widely used Metric App and the Central System Management Portal (CSMP), due to reported irregularities and declining public trust.

Key Directives from the NSA Board

In a statement signed by Board Chairman Emmanuel Kai Mintah, the NSA outlined the following measures:

  • All enrollment-related activities (posting, validation, registration) are on hold.

  • Management, regional directors, and district managers must stop using the digital platforms immediately.

  • All payments, renewals, or engagements linked to these systems are to cease.

Forensic Audit & System Clean-Up

The NSA has instructed all personnel to fully cooperate with the Ghana Audit Service, the Auditor-General, and National Security as they conduct a comprehensive forensic and systems audit.

Additionally, the Board will facilitate a biometric revalidation and database clean-up to restore credibility to the NSA’s operations.

Background: The Fourth Estate’s Exposé

This decision comes after investigative reports by The Fourth Estate revealed:

  • Ghost names in the NSA’s Central Management System.

  • Concerns over private contractors’ control of critical digital infrastructure.

  • Flaws in the Metric App, which was designed to validate personnel and track attendance.

Sources within the NSA indicate that internal concerns about the system were previously ignored until the investigation prompted higher-level intervention.
