Accra, Ghana – The Controller and Accountant-General’s Department (CAGD) is taking steps to improve its grievance resolution system by publishing dedicated phone lines across its regional offices. This initiative is aimed at assisting public sector workers, including teachers, who are affected by payroll fraud and related issues.

The move comes at a time when the department is facing significant scrutiny from Parliament. The Chair of the Public Accounts Committee (PAC), Abena Osei-Asare, has publicly challenged the CAGD over its cumbersome validation processes, which she describes as "unacceptable."

"An Unacceptable Ordeal": PAC Chair Highlights Suffering of Public Servants

During a recent engagement, Hon. Osei-Asare highlighted the severe impact of payroll errors on public servants. The central issue is the lengthy time—reportedly up to eight months—it takes to rectify a mistake and reinstate a mistakenly removed employee onto the payroll.

“'It takes 8 months to fix a payroll mistake — this is unacceptable,'” the PAC Chair stated, emphasizing the financial hardship and stress this causes for affected individuals and their families.

While the CAGD has stated that direct regional offices are equipped to handle these issues, the PAC Chair noted that frustrated employees often bypass them and travel to the national headquarters in Accra seeking solutions. In response, she has advised the department to establish functional and efficient Front Desks at all offices to serve as the first point of contact and resolve issues promptly.

This criticism also raises broader concerns about customer service in the public sector, where published contact numbers often go unanswered. "You will call several times and they won't pick," a common grievance that undermines trust in public institutions.
